Description October 20, 1919 is celebrated as the day of formation of the signal troops. On that day, by order of the Revolutionary Military Council of the Soviet Republic № 1736/362, a communications department was formed within the Field Headquarters and was headed by the chief of communications. The communications service was allocated to a special headquarters service, and the communications troops were established as independent special troops. This order laid the foundations for the structure of modern communications troops.

Military communications are an integral part of the command and control of the Armed Forces, and their efficiency directly affects the timeliness of troop leadership and the employment of military means and weapons.
